Bill was born just a few minutes earlier than Hal, and uses that fact to bully his brother. He’s mean and violent. When his mom dies, he goes a little nuts.
Adult Bill has bad wigs. He also kills the entire town just to get at his brother.

Canon goes off, knocks off BIll’s head. It was Lois bowling ball, which Hal had dreamed about as a kid.
