The scene before this one shows Russell has the virus.
The sun is setting on the trio – David, Judy, and the infected Russell. At dark, they veer off the road into the weeded ditch. The military has the road blocked off.
Russell tells David and Judy that they can get around them…if they’re distracted by his presence.
I’m done. I’m gonna die here no matter what. So let it mean something.
There’s a silent conversation that happens between David and Russell. David hands Russ the gun.
Russell walks onto the highway with his arms raised. The military dudes are telling him to stop, but Russ ducks behind a car quick to unload the gun. He starts walking towards the again but this time reaches for his gun. The government men shoot him down. He’s injured but alive.
The men rush up to him – we see Russell’s perspective as the masked men with rifles peer at him from above. Russell gives a final “fuck you” to the men who DGAF about infecting or saving his town.
Shots ring out off-camera as David and Judy make a run for the truck stop.
