The military gives zero fucks about what caused the viral zombie outbreak, nor about nuking cities. The guy Davis and Russell interrogate says something to the effect of: not our fault the plane carrying a deadly weapon crashed.

This villain is more in the background. Characters aren’t really part of the plot; more symbolic than anything. Though we open and close through the lens of a satellite transmission. The military has had eyes on them the whole time.
They’re human. They’re not a huge part of the plot, so we don’t know a ton about them (I don’t mean IRL).
